RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF:	DOCKET NUMBER: BC-2014-01051
		COUNSEL:  NONE
		HEARING DESIRED:  NO

APPLICANT REQUESTS THAT:

His DD Form 214, Certificate of Release or Discharge from Active
Duty, issued in conjunction with his 1 Mar 14 retirement, Block
11, be corrected to remove AFSC 2A553, Electronic Warfare.

APPLICANT CONTENDS THAT:

His DD Form 214, Block 11, reflects Air Force Specialty Code
(AFSC) 2A5X3 Electronic Warfare as his career field. However, his
AFSC was 2A7X3A, Communication/Navigation Systems.

He served in AFSC 2A5X3A for approximately 8 years; T2A5X3A for
3 years, and 2A573A for an additional 3 years, then C2A573A until
the conversion to AFSC C2A871.

In Aug 10 (or 2011) all 2A5 AFSCs were revamped. His shred out
was done away with and he was given the 2A871 AFSC. The previous
2A5X3 was given exclusively to Electronic Warfare and he has never
been a part of that shred out.

The applicant’s complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:

On 29 Jul 93, the applicant entered active duty in the Regular Air
Force.

On 1 Mar 14, the applicant retired and was credited with 20 years,
7 months, and 2 days of active duty service.

AIR FORCE EVALUATION:

AFPC/DPSIC recommends approval of the applicant’s request for
correction to remove the Electronic Warfare AFSC from his DD Form
214, Block 1l.

He has not performed duty in aircraft maintenance AFSCs involving
Electronic Warfare and has other AFSC titles which require
correction. Block 11 should reflect the following (periods of
service in whole years and months):

      C2A871E, Flight Crew Chief, Mobility Air Forces Integrated
Comm/Nav/Mission Systems, 1 year and 7 months;

      C2A573A, Flight Crew Chief, Integrated Avionics Sys Heavy,
Comm/Nav/Mission, 5 years and 9 months;

      2A573A, Integrated Avionics Sys Heavy, Comm/Nav/Mission,
10 years and 2 months;

      T2A553A, Formal Training Instructor, Integrated Avionics Sys
Heavy, Comm/Nav/Mission, 3 years and 0 months.

The complete DPSIC evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant
on 30 May 14 for review and comment within 30 days (Exhibit D).
As of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1. The applicant has exhausted all remedies provided by existing
law or regulations.

2. The application was timely filed.

3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case
and agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt the rationale expressed
as the basis for our conclusion the applicant has been the victim
of an error or injustice. Therefore, we recommend the applicant's
records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force
relating to the APPLICANT be corrected to show that his DD Form
214, Certificate of Release or Discharge from Active Duty, issued
in conjunction with his 1 Mar 14 retirement, Block 11, Primary
Specialty, be amended to read:

      C2A871E, Flight Crew Chief, Mobility Air Forces Integrated
Comm/Nav/Mission Systems, 1 year 7 months;

      C2A573A, Flight Crew Chief, Integrated Avionics Sys Heavy,
Comm/Nav/Mission, 5 years 9 months;

      2A573A, Integrated Avionics Sys Heavy, Comm/Nav/Mission,
10 years and 2 months;

      T2A553A, Formal Training Instructor, Integrated Avionics Sys
Heavy, Comm/Nav/Mission, 3 years and 0 months.
